Community Consultation 2026

The Citizenship Department is beginning community consultation on recommended changes to the Shtunni’s tu Hwulmuhw (Citizenship/Membership Code). The proposed updates include terminology, definitions, membership processes, appeals, and other structural changes. Quw’utsun Mustimuhw are invited to learn what is being proposed, ask questions, and share feedback throughout the consultation.

 

The Shtunni’s tu Hwulmuhw - Citzenship/Membership Code determines who is recognized as a Cowichan Tribes member and sets out important processes related to membership. As changes are considered, community input is an important part of making sure the Code reflects the collective voice, values, priorities and future vision of Quw’utsun Mustimuhw.

One important area being considered is how "Cowichan Tribes Descent" should be defined in the Shtunni’s tu Hwulmuhw - Citizenship/Membership Code

Two proposed definitions are being presented for community consideration.

This is an area where feedback from Quw’utsun Mustimuhw is especially important. Community members are encouraged to review both options, understand what each could mean and tell us which approach they believe should be reflected in the Code.
