Second Generation Cut-Off
Second-Generation Cut-Off Consultation
The Second-Generation Cut-Off can take away status after two generations of parenting with someone who is not a Status Indian. This rule does not consider family or community ties and can even cause siblings to have different status. Over time, it could mean fewer Cowichan members are recognized and lose access to important rights and services.

Consultation Phase: From October 1 to November 14, 2025, the Cowichan Tribes Citizenship team consulted with community using a ranked ballot survey to find out which of three options citizens would prefer to address the Second Generation Cut-Off.
What we found:
After completing our community consultation on the Second-Generation Cut-Off with Quw’utsun Mustimuhw, the Citizenship team provided a report to Canada with the feedback we received on our survey.
We heard from 650 survey respondents and here is what you told us:
1) ‘Shifting to a one parent solution’ was ranked the most preferred solution by 333 people.
2) ‘Transferring control to First Nations to decide who their people are’ was ranked second with 180 people preferring this option.
3) ‘Removing the categories completely’ was the least preferred option with 137 people indicating a preference for this solution.
As part of the survey, respondents were offered a $10 gift card for providing their feedback. After consutation, the Citizenship team was humbled to present $670 in gift cards to Harm Reduction from members who generously opted to donate their gift cards.
We raise our hands to all who shared their voices by completing the survey! Huy tseep q’u!
