ADMINISTRATION

Lalum’utul Smun’eem' (LS) was delegated authority to administer Child & Family Services in 1998 by what is now the Ministry of Children and Family Services (MCFS).  A Delegation Enabling Agreement defines the scope of its services.  Policies and procedures are guided by the LS management team, reviewed by an advisory committee, and approved by Chief & Council.  An Executive Director manages day-to-day operations.

The success of Lalum'utul' Smun'eem's programs is attributed to its holistic approach to caring for children, which means integrating its services with other Cowichan Tribes member services, the Ministry of Child & Family Services, the Hi’ieye Lelum Friendship Centre, RCMP, and School District #79.

About 80% of operating funding comes from Indian and Northern Affairs Canada (INAC) for the care of children in foster homes and the group home.  The Ministry of Child & Family Services provides funds for children not eligible for INAC funding.  Prevention programs and special projects are financially supported from various federal and provincial funding programs and Cowichan Tribes own-source revenue.

 

Mission Statement


Lalum’utul Smun’eem social workers will provide and promote integrated community-based programs to ensure the safety, well being, and protection of the children of the Cowichan community.

In their work with children and families, they will encourage the development of positive cultural identity, support wellness, recognize the important role of the extended family, and encourage community participation.
